La Jolla Seals to go?

Shocking News: the city of La Jolla is now considering to use dog bark recordings to drive away the seals from the beach front. The background is that the place where the seals found their resting place is designated since the '30 to be a children's pool. Now there is legal action going back and forth. To be clear: I am siding with the Seals. See earlier postings here and there.
